. Sounds the owners of the Sears Tower have started their own Green initiative as a means to save funds.

June 16, Gang Awareness Forum

GANG AWARENESS FORUM
TO BE HELD JUNE 16 AT
EINSTEIN ELEMENTARY SCHOOL
6:30 to 8:30 p.m.

A parent education forum to raise awareness of street gangs and discuss a community action plan on neighborhood safety.

Presentations will be provided by both the Hanover Park Police Department and Schaumburg Township Youth and Family Services. The Renz Center and others will be available for questions. There will be time for questions and answers after each presentation.

Presentations and all resource materials will be made available in both English and Spanish.

The forum is possible through the combined efforts of the Village of Hanover Park, the Hanover Park Police Department, and the Elgin Gang and Drug Task Force.

Connecting with Our Local Legislative Leaders

Over the past week, we have been working closely with our local legislative leaders including Congressman Roskam, State Rep Crespo, leaders in our townships and our county leaders. Here is a photo of a meeting with myself, Senator John Milner, and Acting-Village Manger Moser. This was from a meeting on Mr. Moser's first day where we were discussing public safety issues.

Coming Together, Taking Leadership, Supporting Each Other

Dear Neighbors,

Like you, I have found the recent acts of violence in Hanover Park to be greatly disturbing and deeply troubling. Even though these are isolated incidents, our residents do not feel safe and the good name of our hometown has been tarnished. Together, we all can work to change this. Over the last two days, I have been in the neighborhoods where these acts have occurred along with Village Clerk Eira Corral and Trustees Rick Roberts, Ed Zimel, and Bill Cannon. The people have been supportive and appreciative of the work of our police force.

There is one key point that I want to emphasize about these incidents. That is that these are isolated, unrelated acts of violence, not acts of a madman or group of organized gangs. The value of Hanover Park is vested in its residents who work together, play together, and participate in our schools and youth in activities.

Sunday, June 7th, marked one month since the new Village Board of Trustees was sworn into office. A key part of our platform was public safety and giving the police department the support they needed. Since taking office, we have worked to take the first steps in fulfilling these goals.

First, as of June 5th, we have a new Acting-Village Manager, (former Police Chief) Ron Moser. There is no one who better understands the needs of our police department and no one who is better able to weigh the needs of police department against other village needs. He has the respect of the Department Heads and employees alike.

Second, we have removed several unneeded management positions from the Village administrative structure. This has created an opportunity for additional officers.

Third, we also applied for COPS Stimulus grant dollars to fund three new officers. We are hoping for grant approval, and I’ve been in touch with Congressman Roskam for assistance. His office has worked this weekend to validate our application and make sure we don’t lose the grant if we hire additional officers right now.

Fourth, as police staffing increases, we will be working to reestablish the Crime Prevention Unit within our police department. Over the past few years, I have been disappointed that our previous Village Board did not provide necessary staffing levels or funding. We will aspire to achieve greater relationships with the schools and residents via community outreach in our neighborhoods.

Fifth, now that we have achieved some staff reorganization within the Village, the Board will be revisiting our housing and our nuisance ordinances. I also believe we need more alternatives for youth to engage in community and educational activities. I speak to this issue whenever I have an opportunity to have an audience with parents in the schools.

Sixth, this Village Board will support my long-term concerns regarding HUD housing. While I support affordable housing, the action of the previous Village Board has ensured that Hanover Park has more than its fair share when compared to other communities in our region. We have initiated an Ordinance to inspect all rental residential last year at my persistence. This has been functioning for only a few months, and it is beginning to have an effect as owners are being held accountable.

Right now, we have suspended officer training, administrative positions held by sworn officers, and vacations to push more officers to the street patrols. The people will be served as efficiently and effectively as possible.

I understand that the residents of Hanover Park are nervous after this violence. It is entirely normal to be concerned over events like this in our hometown. This has been a challenging week for Hanover Park, but now, we must come together to take action. People have asked what they can do? I’m suggesting block leaders (you) organize Block Parties to meet their neighbors, invite the Fire Dept and the Police Dept, they will come and add to the fun. We have a check sheet to help in Village Hall. The Police Department is working extra hours, and the Village Board is working to give them the support they need. But, adding officers is only part of the solution. We need our residents to step forward and communicate to us. We are all reaching out to the people in our neighborhoods to open up lines of communication to ensure that public safety is our number one priority.

On Wednesday, June 10th at 6:30 we will have a town hall meeting at Laurel Hill Elementary School. We hope that you will take the opportunity to join us at this event to address these issues. Also, Trustee Carter is organizing a Domestic Violence Forum (more information will be shared on that in the near future).

Hanover Park – A parent education forum to raise awareness of street gangs will be held on Wednesday, June 10 from 6:30 to 8:30 p.m. in the gymnasium of Laurel Hill Elementary School, 1750 Laurel Ave. in Hanover Park.

“There is a definite need to raise the level of awareness regarding gangs in our neighborhood,” said Rod Craig, mayor of Hanover Park. “This forum will provide an opportunity for parents and members of our community to learn about gangs and learn how we all can help prevent the spread of gangs and gang-related activities,” he added.

Presentations will be provided by both the Hanover Park Police Department and the Elgin Gang and Drug Task Force. There will be time for questions and answers after each presentation. The presentations and all resource materials will be made available in both English and Spanish.

School District U-46 is inviting the parents and guardians of students in Hanover Park, including Parkwood and Laurel Hill elementary schools, to attend; however, any concerned parents or citizen is encouraged to attend the forum.

The forum is possible through the combined efforts of the Village of Hanover Park, the Hanover Park Police Department, School District U-46, and the Elgin Gang and Drug Task Force.

Ron Moser Named Acting Village Manager

On Thursday evening, June 4, 2009, the Village Board designated Hanover Park’s veteran Police Chief, Ron Moser, as the Acting Village Manager to perform the duties of the manager until a Village Manager is selected by the Board. Ron Moser shall continue as the Chief of Police with the additional duties of Acting Village Manager.

Chief Moser has exceptional strategic and planning skills to serve the people of Hanover Park. In particular, Ron Moser will continue to be responsible for the continuing investigation concerning the recent homicides. Currently, the Village is focused on the goal to bring alternatives to joining gangs for youth as we seek to resolve the issues that are of major concern in the affected neighborhoods.

Hanover Park president taps police chief as interim manager

In yet another move aimed at combating crime in Hanover Park, police Chief Ron Moser has been tapped as interim village manager.

Mayor Rod Craig confirmed Tuesday he'll ask trustees to approve the appointment at Thursday's board meeting.

"Crime prevention is number one on my agenda," Craig said, "and with the good leadership (Moser) has shown, this decision was a no-brainer."

The village has operated without a village manager since Craig engineered Marc Hummel's ouster shortly after three new trustees were elected. The two frequently sparred during Craig's freshman term as mayor.

In contrast, Craig is an ally of Moser, echoing his call for increased police staffing. Craig recently vetoed nearly $550,000 in personnel expenditures in the budget, citing the need to reroute funds to the police department and effectively firing several staff members, including the assistant village manager and executive coordinator to the village manager.

The recent surge in gang-related violence - a homicide, shooting and three stabbings have taken place since mid-March - contributed to Craig's pick.

"Ron will help ensure policymaking that protects the quality of life of Hanover Park's residents," Craig said, without offering specifics.

No timetable is in place for hiring a permanent manager, but Craig said he hopes Moser will serve in the role for at least a few months during a transitional time in the village. In addition to the new board, Hanover Park has a new clerk and attorney.

Moser, named chief in 1998, will hand off many of his day-to-day police duties. He recently spent a few weeks in Africa, and Craig said the police department "didn't miss a beat."

Moser said he doesn't want to be presumptuous about the appointment before Thursday's vote. Still, he already has met with department heads to prepare.

"Given there are many positions that aren't here anymore, we're working on a list of items that need to be addressed and deciding who to turn to with this or that," Moser said.

No salary figures have been discussed for Moser, who in 2008 made $183,000 in salary and benefits. Hummel, the village manager for 23 years, earned more than $230,000 in total compensation.

Craig is working with the Illinois City/County Management Association to generate a list of potential permanent candidates.
