SCHAUMBURG TOWNSHIP ASSESSOR CALLS FOR PROPERTY OWNERSTO APPEAL BEFORE FEBRUARY 22, 2012 and ANNOUNCES APPEAL SEMINAR

SchaumburgTownship Assessor John Lawson announced today that the Cook County Board ofReview will accept appeals from January 24, 2012 – February 22, 2012. Appeals may be done at the SchaumburgTownship Assessors office during normal business hours, Monday through Friday8:30 am – 5:00 pm or on line at www.cookcountyboardofreview.com. AssessorLawson encourages all taxpayers to appeal if they think their propertyassessment is too high.

Ifyour appeal is successful, it will reduce your property assessment, andMAY lower your total property tax bill. (total tax bill consists ofmany taxing bodies and the state equalizer). This reduction will take effect onthe second installment of your 2011 tax bill payable in the fall of 2012.

Taxpayersin Schaumburg Township can learn more about appealing their property taxassessments at a seminar hosted by Schaumburg Township Assessor John Lawsonalong with Cook County Board of Review Commissioner Dan Patlak, and Cook CountyCommissioner Timothy O. Schneider.

The hour-longsession includes a presentation by Commissioner Patlak that explains howproperty taxes are calculated and the appeal procedure of the Board of Review.The event will end with a question and answer session followed by an opportunityfor taxpayers to work with analysts from Commissioner Patlak’s staffto address their concerns and to receive assistance filing an appeal. Taxpayersare asked to bring a copy of their most recent tax bill.

The seminar will be held on February 13,2012, 6:30 p.m. at the Schaumburg High School, 1100 W. Schaumburg Road,Schaumburg, IL 60194.

Electric Aggregation

Recently approved by the Illinois Commerce Commission, Municipal Aggregation is seen as an effective way to lower resident’s electric costs. By aggregating the total power usage within the municipality, the Village can create the scale needed to reduce supply costs while ensuring the same reliable delivery service continues by ComEd.

Hanover Park is providing residents a choice for lower electric rates. We encourage residents to vote to approve this opportunity.

How Electric Aggregation Works

1. The Village has approved a Referendum to be placed on the March 2012 ballot.

2. The Village has chosen contract aggregator NIMEC to assist in creating the Referendum, notifying residents, negotiating with suppliers, transitioning residents, coordinating with ComEd, answering community questions, and finally managing the process.

3. Residents will vote on the March 20, 2012 Referendum during the municipal election.

4. If the Referendum is approved, NIMEC will negotiate rates with the multiple national and regional suppliers. NIMEC represents numerous municipalities thereby assuring a lower rate.

5. If the negotiated rate comes in lower than that offered from the electric suppliers, NIMEC will transition residents.

6. NIMEC then monitors supplier and utility performance, renegotiates the rate at contract renewal.

Electronic Products Banned in Landfills in 2012

Effective January 1, the Electronic Products Recycling and Reuse Act bans the disposal of electronics at landfills and establishes a statewide system for recycling and/or reusing computers, monitors, televisions, and printers discarded from residences. This means that residents can no longer dispose of old electronics by putting them out for collection with their regular waste.

The Village of Hanover Park is a free collection point for electronics recycling. Electronics can be brought to the Public Works garage. Additionally, we collect cell phones, cameras, calculators, power tools, PDA's, and laptops. These items can be brought to the Public Works office. We also accept CFL light bulbs and the following types of batteries: Nickel Cadmium, Nickel - Metal Hydride, Lithium – Ion, Alkaline, Non - Spillable Lead Acid, Primary Lithium.

Holiday Lights Recycling

Our Public Works Department are accepting old holiday lights and extension cords for recycling through Tuesday, February 28^th. These items can be dropped off Monday through Friday from 8:00 a.m – 4:00 p.m.

Christmas Tree Recycling

Christmas Tree Recycling will take place on Saturday, January 7^th, January 14^th and January 21^st. Place your Christmas tree in the parkway. If you miss the special collection dates, Allied Waste Services will collect Christmas trees with your regular garbage and refuse collection.

Hanover Square Shopping Center

On December 20, 2011, the Village of Hanover Park closed on its purchase of the Hanover Square Shopping Center. For several years, the Village has sought to assist with redevelopment of this aging center. When informed of the closing Mayor Rod Craig stated, “This acquisition will allow the Village of Hanover Park to model leadership by providing excellent service and first-rate maintenance of the property. We know it will take time, but we are excited about this endeavor and the quality management team that has been enlisted.”

The redevelopment of Hanover Square Shopping Center has long been a goal for the Village and is a key component of the Village Center plan. The Village is committed to economic development, and will continue to look for beneficial opportunities to improve the well-being of the community.

When I'm not in Springfield, I work to remain open and accessible to the people I represent. Holding public events such as town halls is a great way to speak with constituents and receive feedback on the major issues facing the district.

I want to invite you to a town hall meeting that I will be hosting at the Hanover Park Village Hall on Wednesday, November 16^th at 6:00 PM. This town hall meeting will include a general overview of the past legislative session, discussion about the fall veto session, state and local issues, as well as a question and answer session for members of the audience.

Mayor Rodney Craig and representatives from the Metropolitan Water Reclamation District of Greater Chicago will also be in attendance, so this is a unique opportunity to meet with several elected officials at once to ask questions about local and state affairs.

Police Dept Acknowledged for Excellence

The Hanover Park Police department would like to announce that the department has been awarded a top ten finalist for the International Association of Chiefs of Police (IACP)/Motorola Webber-Seavey Award for Quality in Law Enforcement in 2011. The Webber-Seavey Award is the highest award bestowed on a police agency by the IACP. The Hanover Park Police Department is honored to have been a finalist in this international competition. Chief Webb, Deputy Chief Gatz and Deputy Chief Cortese accepted the award on behalf of the department at the conference. Chief Webb stated, “ It is great to see our department’s hard work recognized by the IACP. It is an honor to receive this award.”

The Hanover Park Police Department was a finalist based on implementing the Area Response Team (ART), initiative to supplement its current intelligence‐driven style of policing. The ART initiative is a community policing strategy geared to focus individual officers within specified areas. All the information gathered by officers is recorded on a web-based program by Microsoft called SharePoint and used deploy department resources . SharePoint was developed by our department as a communications tool to give officers in the field all the information possible via their laptop computer in the squad car. As a result of implementing the Area Response Team, and combining that with the other initiatives, the Hanover Park Police Department reported its lowest Part I crime rate ever in 2010. The police department believes that these reductions are due to the refocusing of existing resources to where they are needed the most in order to increase community involvement and information sharing to better identify problems.

Paraguayan National Police visit Hanover Park PD

On October 27, 2011 the Hanover Park Police Department hosted a Delegation of the Paraguayan National Police at the Hanover Park Police Department. The Paraguayan National Police Delegation had attended the International Association of Chiefs of Police Conference (IACP), which was held this year at McCormick Place in Chicago, October 21-26.

Hanover Park Chief of Police David Webb was contacted prior to the IACP Conference by Matt Langhenry, who is a Project Manager for the United States Department of Justice (DOJ) and works out of the U.S. Embassy in Paraguay, regarding a visit from the Paraguayan Pol

ice Delegation. Langhenry is assigned through the DOJ to work with the Paraguayan National Police to assist them in transitioning to procedures utilized by police departments in the United States.

The Paraguayan Police Delegation arrived in Hanover Park at 10:00 am and were greeted by Mayor Rod Craig, Village Manager Ron Moser, Village Clerk Eira Corral, Chief Webb and his police department command staff. The Delegation spoke with the command staff on common law enforcement issues, community policing guided by intelligence and toured the new police headquarters due to open in 2012.

Chief Webb stated “Though we are from different countries, many of our issues in law enforcement are the same “. “ It was a pleasure having the delegation as a guest of Hanover Park “.

Mayor's Historical Team

Trustee Jon Kunkel is heading up the Mayor's Historical Team. They are meeting October 29th at Village Hall 9 AM in room 214. After a brief meeting there they will then head over to Ontarioville area to do a walk through. Hopefully the weather will be good, if it is raining then the walk through will be rescheduled for another later meeting.

Jon spent quite a few hours briefly going through the boxes in the building going across the street, there are quite a few. Looking at the massive quantities it will take quite some time to digitize all the documentation and name the files. Jon also noted there were quite a few newspaper clippings as well as old documentation that literally has been turning into dust, one item in particular is a roll call muster from the 1860's, it has several pages and he did not unfold it as Jon was worried about the paper crumbling. Quite a few of the older pictures were separating because of the old document protectors which are useless for long term storage of pictures as they are cheap made acid holders, the acid in the plastic is eating the pictures. Not sure what we can do as these will have to be handled delicately before they end up destroyed. Jon will be going back as there is more stuff there than what he thought of looking at. Interesting stuff there as well as some old photos of some village employees when they were younger. Also quite a few very old photos from the late 1800's to early 1900's.

Evangel University Concert Choir to appear locally

SPRINGFIELD, Mo – The Evangel University Concert Choir will appear in concert at Evangel Church, 5700 Bartels Rd, Hanover Park, IL, at 7:00 PM, October 18, Pastor Ron Heitman has announced.

The EU Concert Choir is a 48-member ensemble that is currently touring Illinois, Indiana and Missouri.

During the past 25 years, the Choir has toured in the 48 contiguous states, Canada, the Bahamas and 15 countries in Europe. In addition, the Choir has performed at the Missouri Music Educators Conference; has been honored with solo performances at Carnegie Hall in 1992, 1996, 2000 and 2008; and has performed for President George W. Bush and Vice President Dick Cheney.

The repertoire of the Concert Choir ranges from classical to contemporary sacred literature. The program is sa varied and energetic as the 48-member choral ensemble. CDs will be available for sale at the concert.

The Choir is directed by Mrs. Sharon Wilkins who has served on the Evangel University faculty since 1984. Mrs. Wilkins received her music education from Evangel University, Drury University, University of Missouri-Kansas City, Wichita State University, Georgia State University and Missouri State University.

Evangel University is a member of the North Central Association of Colleges and Schools and is accredited by The Higher Learning Commission (312-263-0456, http://hlcommission.org), the National Council for the Accreditation of Teacher Education, the National Association of Schools of Music, and the Council on Social Work Education.

Evangel is a private, Christian university of arts, sciences and professions that offers more than 100 undergraduate academic programs and 11 masters programs. The fall 2011 enrollment has reached a record 2,168 students.

Illinois Governor Pat Quinn (Democrat) vetoed a bill seeking to collect funds to modernize the state's electric grid, choosing to prioritize consumer concerns over energy efficiency endeavors. Together with fellow Democrat Attorney General Lisa Madigan, Mr. Quinn axed Senate Bill 1652 or the proposed Energy Infrastructure Modernization Act. The major factor that led to the axing of the supposed law is a provision in it that would have allowed utilities to increase rates to its customers to cover the cost of implementing smart grid technology. "The bill puts too heavy of a burden on consumers at a time when they aren't getting the service quality they are already paying for each month. I will not support a bill that contains sweetheart deals for big utilities, which could leave struggling consumers to pick up the tab for costs such as lobbying fees and executive bonuses," he said. For her part, Ms. Madigan said: "This bill would have been devastating for Illinois consumers. At a time when people are already struggling to pay their bills, the utilities want to make an end run around the regulatory process and stick consumers with huge annual rate increases for unproven technology-all so they can guarantee their profits for the next decade." "That's not a proposal I can support," she added. The state's senate, made up of 35 Democrats and 24 Republicans, voted 31-24 to pass the bill, while the house - 64 democrats and 54 Republicans - passed the bill, which will usher in a $2.6 billion investment to strengthen Illinois' smart grid infrastructure, by a vote of 67-47 last May. Consulting company Black & Veatch showed in a report released last August that customers of Illinois' largest utility Exelon Corp. subsidiary Commonwealth Edison Co. (ComEd) could save $2.8 billion on their electric bills over the 20-year life of smart meters. "As other states are building more efficient and reliable electric grids, Illinois is in danger of falling behind," ComEd president and chief executive Anne Pramaggiore said. As an alternative to S.B. 1652, he is supporting reforms proposed by the Illinois Commerce Commission as embodied in House Amendment # 3 to H.B. 14 or "An Act to Amend the Public Utilities Act", which allows utilities to reimburse infrastructure and systems improvements from the state, provided the improvements would benefit the public. "We can ensure innovation and investment in our electric grid, and create new jobs, without compromising core safeguards for Illinois consumers. This bill represents a good faith effort toward modernizing the grid, reforming our regulatory system, and protecting Illinois' ratepayers," Mr. Quinn said. S.B. 1652 is not yet dead, however, as legislators can still vote to override the veto during the fall session. Meanwhile, local chambers of commerce, manufacturing, high-tech, construction and environmental organizations said the bill promotes significant job creation and economic development. "Businesses and consumers alike depend on reliable electric delivery, and a modern smart grid is necessary to avoid outages that cost local businesses money and hurt their ability to compete," said John Estey, president and C.E.O. of S&C Electric Co. "A modern grid will position Illinois to attract new business and new jobs," he added. "[S.B.] 1652 represents a solution at a time when we are looking for new ways to jumpstart the Illinois economy," said Jerry Roper, president and C.E.O. of the Chicagoland Chamber of Commerce. "When enacted, this bill will create 2,500 real jobs in the manufacturing and service industries." For his part, Illinois Chapter Director of the Sierra Club Jack Darin said: "[S.B.] 1652 provides an unprecedented opportunity to spark the clean energy economy in Illinois at a time when Illinois needs the jobs and economic development most." Other companies and organizations that called for the reinstatement of the vetoed bill include the Illinois Sierra Club, Kenny Construction, Intelligent Generation, Primera Engineers, United Scrap Metal, Illinois Hispanic Chamber of Commerce, Latin American Chamber of Commerce and the Hispanic American Construction Industry Association. Another provision of the bill funds a $20-million science and energy innovation trust, which seeks to provide investment to foster energy innovation and support high-growth energy-related Illinois companies. - Jhoanna Frances S. Community Project: Playground Removal/Demolition Project - Saturday, September 17th

A Special Request from the Montara Homeowners Association:

Neighbors, Friends, Colleagues:

I am asking for your help. I live in a subdivision of 256 single-family homes which is part of a homeowner's association run by volunteers and a property manager. We have a beautiful common area next to a clubhouse. The existing playground is no where from safe and the association board has decided to remove the playground to make room for new, safer playground equipment.

This Saturday, September 17th from 8:00 a.m. - ???, neighbors and friends will be embarking on the demolition and removal of the existing playground equipment in our common area. We are preparing the site for new playground equipment which we hope to purchase and install by Spring 2012.

Would you be willing to donate a couple hours of your Saturday to assist in our undertaking? Below is the information of the location of the existing playground to be removed. Please forward to your friends and family who would be willing to lend a helping hand and bring a hopeful smile to our children's faces - knowing that they are one step closer in getting new, safe playground equipment.

Recognition of Firefighter/EMT John Stallings

Firefighter Stallings is preparing for a deployment in support of Operation Enduring Freedom. His last shift with Hanover Park Fire Department will be September 15^th. He has orders to report to an airbase in Oman where he is expected to serve as the Assistant Chief of Training. Oman is located on the coast bordered by Yemen, Saudi Arabia and the United Arab Emirates. His personnel will be responsible for both aircraft and structural fire protection. His deployment is expected to last for 6 months.

Firefighter Stallings is a 23 year veteran and Master Sergeant in the United States Air force, Illinois National Guard. This deployment is his 4^th since the start of the war. He was previously deployed twice to Kuwait with his last deployment being to Bagdad, Iraq.

Sept National Preparedness Month in HP

Hanover Park is committed to increasing public awareness about emergency management preparedness; and September is deemed National Preparedness Month as part of the Ready Campaign sponsored by the Department of Homeland Security which is to increase public awareness about emergency preparedness.

The Ready Campaign is designed to educate and empower Americans to prepare for and respond to emergencies including natural disasters and potential terrorist attacks. The goal of the Campaign is to get the public involved and ultimately to increase the level of basic preparedness across the nation.

The Hanover Park Citizen Corps Council is a 2011 National Preparedness Month Coalition member and will be sending E-Alerts to the public with Ready Campaign information to help the public prepare for an emergency.
